Calendar Event Time Zone

If Events are in different time zones then it makes sense to be able to set the time zone for an event. The viewing member can be in any time zone, so the start/end time needs to adjust.

For sites that only list events in one time zone, there could be a global setting.

Also: this function is needed for import from FS Events.
