Tickets Fixed Alerts check mark in ACP not sticking

Whenever I check the "Alerts are sent when a ticket transitions to this status" box and click save, the option does not stick and it basically keeps unchecking itself (so no alerts are sent).

Here are some screen shots. It just doesn't do alerts now. So my users never know when there's an update:

Also, notification emails are not being sent...
