Tickets Assign staff members to departments

Hello there,

I've noticed the capability to let staff messages stand out on tickets: Tickets - Staff banner not visible

However, no user on our forum is marked as "staff" as there are multiple different areas which would clutter the "Staff" overview.

So my suggestion would be the ability to assign users as "Staff" to the various createable departments (For example User1, User2 and User3 for staff for Department1 and User4, User5 staff for department 2).
