Tickets Fixed Attachments not available anymore after converting ticket to thread

after converting a ticket (with attachments) to a thread, clicking on any of the attachments yields:

Oops! We ran into some problems.
You do not have permission to view this page or perform this action.

Does the user in question actually have permission to view attachments to posts?
