Gift Upgrades Cannot Reproduce Gifting has stopped working

I'm not sure if it was the most recent upgrade but gifting has stopped working for my users. The user receiving the gift get no notification, their additional user group is not added and I cannot find the member that received the gift in the Active User Upgrades section. The payment does successfully get made with PayPal though. It shows the user that paid for it vs the user receiving it .... should that be how it displays? If that is by design is there a way to get it to show what member it was bought for to make that easier to track?

The only other change I made was adding your Discord module as well. I have not had time to configure it so I have it disabled right now.
 
There haven't been any other reports of this and I haven't seen this on my own sites. I would recommend trying with 2.4.0 and letting me know if you still experience an issue.

FWIW, it would not be related to my Discord add-on.
