Tickets Multiple tickets on the same email account are not recognized

A member with login issues has opened a slurry of tickets. Some of the tickets have the status pending. Others are open.

The software does not recognize that these tickets belong to the same person.
The software does not recognize that there is a member account tied to this email address.

Because there is not search I cannot find all tickets by the person.

There really should be a way to associate Tickets to registered users. No matter if they are logged in or not. Email is a good way.
