Event Organizers could promote their event by giving away tickets in a competition. Chris D's Competitions for XenForo is excellent for this purpose. See AVForums for how this addon drives income.
For the event owner display a button 'promote with ticket competition'.
When clicked let the user pay for this.
When done bring the user to the competition creation form.
When done display the competition on the event.
