Top Gifters on sidebar and/or members page tab

What would it take to get a 'Top Gifters' sidebar block and/or tab on the members page, listing total dollars gifted? I think this would encourage gifts

Privacy & Permission to view options should be included in this. Some users do not want to be listed to receive gifts and others do not want the cash flow being exposed.
