Discord Fixed Usage permission does not have a effect / "Allow logging in via Discord" disables connecting as well

The "Link Discord Account" permission seems to be ignored:

Registered users without that permission can still connect their account. Guests can use it for login.

On the other hand, the option "Allow logging in via Discord" also affects the connection of accounts: If you disable that, the connected accounts tab is still there on account route (also if you configured Discord as only external account provider), but you cannot see Discord in the list.

I've made some changes to how this all works in the next version now with an actual explanation on the option itself too.
