Tickets Fixed Using "Manage priorities in tickets by others", a priority can only be changed in the inline moderation

My users cannot select a ticket priority, but my staff can via the "Manage priorities in tickets by others " permission. However, they can apparently only set the priority using the inline moderation in the ticket queue. There's no selection for that in the "Handle ticket" box, nor when editing a ticket, nor through the "..." menu.

Sorted now. I don't think the behaviour was consistent or as obvious as it should be.

Disabling priority selection will only disable it for users now. Staff will still be able to edit priorities of tickets. In addition, they'll be able to do it from the sidebar, from the edit overlay and inline moderation controls as expected.
