Tickets Fixed 1.6.4 Add-on Updates override Ticket Escalations... still

It seems that I have found a solid clue to track to the origin of the mystery... Could it be that the fresh install always overrides a certain database ID? So if you take the default escalation example and write your own text into it and then save it for good, the next new fresh update still writes its default texts into the database entry with the same ID? I think there is a "if not exist" thingy something kinda stuff missing... ;)

Otherwise this bug will hold on till eternity.
