Actually, I totally misunderstood your original report (and for some reason totally missed the screenshot).
I thought you were referring to an earlier issue with the Calendar not displaying the correct time format but you were actually referring to the event add/edit screen. Fixed that now.
Edit: It should also be noted that the date picker's format is just the standard in XF1 and cannot be changed since that's the format required by the html spec. It's the same in XF2. So there won't be changes made there but the time picker is free reign.
