It seems like when one user upgrade package has disabled other packages (as long as the user upgrade is active) the gift upgrade selection does ignore that.
For example if I disable "silver" package while user is "gold", the gift upgrades select still shows "silver" and "gold"... so another user could gift a "silver" package although it is disabled as long as the other user has "gold"...
