Tickets Fixed Email escalation keeps firing infinitely

I have added an escalation to send an email notification for open tickets.
This has resulted in a mass of complaints, because people are bombarded with emails instead of just receiving one.

I do not want my site to be blacklisted as a spammer because of this addon.
Why is there no limit? There should be only one email per escalation. Not one at every cron run.
 
This is an older issue I reported before too. The escalations system is not really working as expected. For example I can not send staged emails after certain time passes and then another time increment passes. For example one email after 3 days of no reply, then another different email after 7 days. It keeps sending the first email after every 3 days and never sends the second email after 7 days. I can not use it.
