All email needs to have a footer that complies to the USA CAN SPAM act and similar EU Directives. This needs to include a link that stops all future email and an explanation why the user has received the email and from whom.
Without it, a malicious user could keep adding new tickets for someone causing the site to be blacklisted as a spammer.
