Tickets Post Ticket from Report

It occurs frequently that a Report requires member communication. It would be useful to have the following functionality:

1. Open Ticket for the Reporter from the Report. Add an 'Open Ticket' function to the report.
2. Open Ticket for the Reported Member from the Report. Add an 'Open Ticket' function to the report comment.
3. When the ticket is opened for the member, add a link to the report in the ticket discussion.
4. When the ticket is opened for the member, add a link to the ticket to the report.
