Often when a registration is moderated, its needed to open a ticket for the user to ask additional questions about their registration before we can approve it.
It would be useful to have an option to create a ticket for the user. Either from the user card modal or from moderation actions. (do nothing, approve, spam, reject, etc)
The same goes for instances when content is moderated and we need more information from the user.
