Tickets Fixed Ticket Custom Fields that are set as "own tab" do not appear in creation form

Seems like the placement of the custom fields in the ticket creation form are depended on the selection of the later placement in the ticket.

If you select the display setting for the custom field as "own tab" it does not appear in the creation form at all. If you select above, sidebar etc it is randomly at the top of the ticket creation form or at the bottom...

I would suggest that no matter what you select in the display setting that all fields display always in the order of the "Display Order" of the fields and always above the message.

Later in the actual ticket the display location settings of ACP should of course be respected.
