Tickets Not a Bug Ticket permissions are empty

Yeah, I can't reproduce this and there haven't been any changes here that might've caused it.

What are you seeing instead of the user group list? I would probably try rebuilding master data in case the template rebuild process didn't fully complete.
 
The page is empty so there needs to be a rebulding of templates. Where can I do this?

EDIT: The tickets rebuilds is also empty. I will rerun the installer again.
 
Go to yoursiteurl.com/install and it’ll ask if you want to rebuild master data. Click that and that will do a rebuild.
