Tickets Ticket queue should only show opened tickets by default

When you click on the Support tab and it takes you to the Ticket Queue it should only show the open tickets by default. Queue should be used as a quick way to show all open tickets. If you want to see resolved ones then you can use Filters.

This is now the default behaviour.

Admins can sort whether they want resolved tickets to appear in the queue via the options area.
