Tickets Fixed Cannot display notices on top of all tickets

Hello there,

I have created a notice with "Page is within ticket categories:" checked as the only criteria (and selected all categories). However, the notice isn't show anywhere.

Previously, the notice would only show when viewing tickets that were in the selected category.

I've changed this now so it is also displayed in the category's ticket list as well.
