Tickets Convert Report to Ticket

This is actually something we regularly need. A member will use the report function for an issue that needs two way communication. Now we can only open a report for the member or deny the report with the message to open a ticket.

Please add a convert to ticket function for reports. I'm sure many would use this.

For the person reported.

People will often report their own profile or post.
Duplicate account detector will report an account.
