Does the Ticket plugin also have a department system?

If I need to give an example, there are 5 separate departments in my form.

software department, logistics department, R&D department and social media department.

I want separate people who manage them and for which department the ticket is opened, I want the person who manages that department to answer that ticket, is such a thing possible?

You can create categories and delegate access to those categories to certain users and user groups which would achieve what you're looking for.
