There is currently no option to re-open a ticket which is in a Closed status. Would be good to allow either on a permission basis, or staff only.
The ticket starter should be able to close or reopen the ticket. That's how it works in all helpdesks.
Locking a ticket is often done by staff in case the user becomes an annoyance.
