Tickets Fixed Ticket will not delete

I am not sure if this is one or two issues.
When deleting the first message of a ticket it should delete the ticket. (warning says so)
But after deletion the ticket and the message are still there.

When I click the ticket from category the moderation box does not appear. So I cant delete it like that either.
