Tickets Who can insert response

This would be great if you add an option to Pre-Defined Responses to set "Who can Insert This Response?" and we be able to choose usergroups.

In some categories we have a few staffs that they are in different usergroups, and not all of them are in a level that we want to let them use some pre defined responses.

This has been implemented in the next version.

The response permissions have been fleshed out some more and responses on the front end have been relocated to a new home in the account area. I'll show that off in the coming days since there's some additions that I haven't finished yet.
