Tickets Fixed Can not open guest ticket if logged in

If a member opens a ticket as a guest (for example because they have log in problems) then they are blocked from accessing the ticket once they log in.

If someone replies to the ticket, then they will receive an access link by email. The link fails if the member is logged in:
You do not have permission to view this page or perform this action.

This all makes sense from a technical perspective, but makes no sense in terms of usability.
