Cant activate ticket email notifications for user

XenForo has a preferences tab in the account page in admin cp. This allows us to remove or enable email notifications for things like:
Receive email when a new Direct Message message is received

Xon's addons add similar settings.
But for tickets there is no such setting. As a result we cant activate email notifications when it is needed. Hence we cannot contact the member.

The functionality exists in the users account preferences. It seems that it may have been forgotten in admincp.
