Tickets Fixed Members cannot see their tickets after submitting

This concerns tickets regardless of status.

Members report:
Have submitted a test ticket but now it won't let me view the ticket that's there
Please see bug report 323110 on my live site for screenshot & details.
There should be more members chiming in as time goes by.
 
What do your permissions look like for the Account Problems category?

I think I've rooted out the cause of this but I'd like to confirm before sending you the refactored version.
 
Global permissions for registered members is all ALLOW except 'Delete message by self' set to NOT SET.
No special category permissions.
