Tickets Fixed Merging users does not merge tickets

To reproduce:

1. John submits ticket

2. Account Jack is created

3. John is merged into Jack (John is deleted, Jack remains)

4. John's ticket is now marooned, assigned to "John" and inaccessible by Jack
