Tickets Not to be able to hide Insert Response

when an admin doesn't have access to use pre-defined responses, they still see its drop down and I can't find a permission to NOT to let an admin to use insert response.

Even when I hide the main editor in create ticket page, the drop down comes when I create a custom field with editor.

The main point is that I want to hide Insert Response from some groups or some categories, but I can't find a way for it.

This indeed is a problem. For example we have predefined responses for financial issues. The information is only relevant for specific users and there is no need to share it with others.
