Tickets Ticket Response Flooding

Some people just get too riled up and type before thinking. They keep posting new replies. For such situations it would be very valuable to have a post flooding limit. So that the user cannot keep posting replies one after the other. This would force the member to wait a certain time or to wait until a staff member has posted a reply.

Please add the following permission:
Can post ticket reply once every X minutes.

Worth noting that the default flood timing system is used to prevent a flurry of replies.
 
This permission would be applied to specific members, as they need more restrictions than the default flood timer.
