User Onboarding Fixed Phrases exist for onboarding tasks that are not (yet) created

For example: nf_useronboarding_task_title.2 exists as Set a sig, but I have no tasks created at all. I'd suggest to either don't pre-add those phrases or pre-add those tasks (would suggest the former).

Thanks, I've fixed this in the next version (i.e. the phrases aren't inserted now).
