Currently built in to XF, you can go to admin.php?options/groups/discourager/ and at the bottom, you can find an option to send reports to a certain forum:
This can be great if you set it up to where the user can see their own posts but other users cannot. But I feel like an even better option may be to create a ticket on the user's behalf. This would require at a minimum one additional configuration item, that being the ticket category, but we could potentially allow customization of the ticket title and body here as well using placeholders. That said, I would be completely happy with the title and content used by the built-in system above.
