Tickets, guest view all tickets?

User Group Permission for Unregistered is set to

Ticket Permissions / View: Allow
Ticket Permissions / View tickets by self: Allow

When I go to my XenForo as a guest, I can't view the tickets created by members. Am I doing something wrong here?

What permissions are needed in order for guests to view the tickets from members? Now I get the error "You must be logged in to do that." < login/register form.

It seems this guest viewing is only visible when directed to the ticket itself. Is it also possible to display all tickets created to guest viewers?

There is no permission to view tickets by anyone. If you want this then you could post a feature request. I don't think many people would need that function.
