I just discovered a "Ticket Responses" page with the list of predefined responses to tickets in my personal account settings navigation. Since it is just a list and you can not make any personal setting changes to it, I would recommend to move it entirely to be a seperate page under the "Tickets" main navigation.
Now in the account settings...
